River Cree District Salmon Fishery Board

About the River Cree District Salmon Fishery Board.

Statutory Background

The Board is a statutory body established under the Salmon and Freshwater Fisheries (Consolidation) (Scotland) Act 2003 as amended by the Aquaculture and Fisheries (Scotland) Act 2013. Its members are elected from amongst “qualified proprietors”, i.e. proprietors of salmon fisheries in the district whose names are entered on the rating valuation roll. In addition, the Board has a duty to co-opt representatives of salmon anglers and tenant netsmen. Every three years the members of the Board are deemed to resign and new elections are held from amongst the qualified proprietors. The last triennial elections of the Board were held in October 2021

The general duties of the Board as set out in the 2003 Act are:-
(a) the protection or improvement of the fisheries within their district;
(b) the increase of salmon;
(c) the stocking of the waters of the district with salmon.

The Board may incur such expenses as it thinks fit for carrying out those duties. It must appoint a clerk and may employ water bailiffs. The Board is financed through rates paid by the qualified proprietors according to the rateable value of their fisheries.

Each year the Board holds a meeting of its qualified proprietors to consider a report relating to its activities and an audited statement of account. Additionally, the Board holds an annual public meeting at which the annual report and accounts are also considered, but at which members of the public can submit proposals for matters to be considered.

The Clerk to the Board keeps a register of members' relevant financial interests which is available for public inspection upon application to the Clerk.

All meetings of the Board may be attended by members of the public. The dates of meetings and minutes of meetings will be publicised on this website, as will the annual report and accounts.
